(BTW Chibs, given the scenery, I'm presuming that's the King's castle? And I guess that would imply that, in the manga version of AtL, Tosh wasn't arrested? He's moving about far too freely and is acting too laid-back for me to think otherwise.)
Anyway, you delivered butt-grabber!Tosh, so I deliver drunk!Tosh on top of blitzed!Shu. In fact, I went a bit further and scanned most of the whole drinking scenario. ^^
These are all from vol. 10 of the Arc 2 manga, btw. It's a more lighthearted-looking scenario than the other ones that're going on with some of the other charas at the same time, and the events occur right before the final battle.
Page 42, with Tosh and Shu already looking rather drunk. As you can see, Poco and Gogen are also there, and for some bizarre reason, Gogen's wearing a party hat. ^^; (Also, poor Shu... about 75% of the time, he looks so DORKY in the manga. ^^; It's only when he's being all serious and badass that he [usually] looks good. Then again, Tosh's beauty marks on the corners of his eyes are rather giggle-worthy, too. XD)
Anyway, this particular story scenario doesn't continue until page 68, where Tosh and Shu are now really, REALLY drunk (I guess they're having a contest?), and Poco, Gogen, AND the Kelack are all looking like "Just how much MORE can these two DRINK?! *sweatdrop*"
So, on to page 69, where... uh, I have NO idea what happened here - I'm guessing Poco's TRYING to get them to stop drinking? And apparently gets noogied for it? Amusing to note is that in the first panel (where Tosh, Shu and the table all topple over), we can see that Tosh does indeed wear a fundoshu under his attire - guess that answers the ol' "boxers or briefs" question. >D (Also, don't ask me what the HELL is he doing in that last panel - I'm not sure I want to know. ^^;Tosh, you h0.)
So, finally, we arrive at the crowning moment of the scenario - page 70, which starts off with Gogen saying something that's apparently serious, as we see Shu with a much more sober/somber expression in that first panel. This shift in mood doesn't last long at all, as Tosh proceeds to pour sake on Shu's face and give him a goodyelling-at talking-to... WHILE LYING ON TOP OF HIM (Gotta love Poco and Gogen in the background with these expressions that just seem to say either "Tosh... you idiot" or "Could you guys take this elsewhere?" >D). Those blush lines (from all the drinking) don't help matters much, either. XD
(Now, personally, I suspect that all of Tosh's drunken yelling [scolding?] there might have to do with the previous part of the conversation where Shu was looking all serious, but I'm SO tempted to just caption that speech bubble with "Shu, what part of 'I THINK YOU'RE REALLY, REALLY HOT AND I WANT YOU TO DO ME RIGHT NOW' don't you understand?!" >D)
The whole scenario pretty much ends in page 71, whereShu gives us his best uke impersonation (Not that you're fooling us, hon. We know you wanna top that fiesty redhead. >D) the two of them seem to resolve their apparent dispute. Tosh and Shu are shown some pages later to be peacefully drinking (MORE?! O_O;;) while listening to Shante's song on the radio, but that was only one small panel, so I didn't bother. ^_^;
Wish I knew what was actually going on, though it's fun to guess. *snerk* XD (I did scan slightly bigger versions in which the text is a little more readable, if anyone *coughMongycough* wants to take a crack at 'em. Just remove the "s" at the end of each filename to get the larger files. ^^)
Anyway... Super Happy Bonus time! I know I mentioned this to you before, and I think I even managed to find proof, but I scanned the one thing about the Arc 2 manga that is totally TEH WRONG!

I was already surprised at Ginie being turned into this waify girly thing with long claw-nails, but this took the freaking cake. I can only assume that, in the manga version of the AtL universe, being a minion of the Dark One gives you a full health plan AND coverage for cosmetic surgery. (Why hasn't Gallarno taken advantage of it is beyond me, though - he actually looks much like his game and anime counterparts. *snerk*)

As for the scenario from my scans, that was what I was guessing. It doesn't look like Tosh was arrested, but it did look from later pages that he's been nosing around the castle. Maybe the arrest comes later in the manga?
And bishounen Andel is still just _wrong_. X.x

Or maybe it just never happened? (Is there more than one volume of the Arc1 manga, btw?) Just like there's plenty of differences in the anime vs. the original game series, there's also plenty of other differences between the Arc2 manga events and the games (and not just the cosmetic changes for some of the cast), so I would think it pretty safe to believe that this happened with the first manga as well. It's a retelling, after all.
BTW, in case you're interested, here's some more personal observations on the manga:
- manga!Tosh strikes me as a somewhat more "cheerful" person overall (Not that he isn't already in the games - it's pretty well-implied that he IS a fairly friendly/sociable sort [when he's not in "avenging warrior" mode, going through some personal crisis, or just plain pissy], especially in the later ones.), so perhaps the background about his father's death didn't happen there. I don't recall it ever being brought up in the anime either, for that matter (Then again, the anime's really all about Elc anyhow.).
- The two other noticeable differences in characterization are Elc and Shu. From what I can "read" of the story (via the visual storytelling), most everyone else seems to be more or less the same, with minor variations of details and stuff (Not that they seem to get much detail anyhow - the Arc2 manga is like the anime in the sense that it's very much Elc-centric.).
- manga!Elc seems to borderline on becoming COMPLETELY MENTAL (the details of his traumatic past remain pretty much the same, though). In other words, not really different from his anime incarnation (Speaking of which, have you had the chance to watch the anime yet?). The specifics of the events and his way of recovery is different from that, though - Lieza plays a much more vital part to Elc's final confrontation/overcoming of his personal demons here than she did in either the game (where Elc practically did it on his own) or the anime (where she's only one of several influences), for example.
- As for Shu, the images give strong implications that, unlike his game or anime incarnations, there is a marked difference between his "casual" side and his "serious" side - he and Elc are shown to interact in a genuinely "brotherly" fashion (they're even downright silly at times), for example. Overall, he comes off as more relaxed and approachable, which gives the impression that manga!Shu's characterization is more of a "man with two faces" sort, rather than the "kind [even deeply caring], but mostly serious and somewhat distant because of all the personal secrets he holds" persona we know from the game and anime versions (especially the game one).
(There's even a visual cue of sorts for it - when manga!Shu's in a "casual" situation, he's usually got his eyes closed [and tends to look really, really dorky ^^;]. In dramatic moments such as major battles, though, he's got his eyes open and has this very intense look [and these are usually the times when the artist does him some justice :D]. I'm always highly amused by it, because I first "learned" to notice this particular cue in Slayers, where they use it to indicate when Xelloss is at his most evil/threatening/serious, and have a hard time avoiding the association whenever I see it used elsewhere. XD)
- Maybe it's just me, but Shante (who's a minor character, and like in the anime, never joins the team) seems to have a somewhat "weaker" personality here, from what little we get to see. Which is too bad, because I rather like her game persona.
And that's all I can recall offhand. It's been a while since I last actually looked at the manga version. ^_^;

Even more disturbing is the fact that, if you think about it, he kind of resembles Marron from Sorcerer Hunters. O_o
Of course, this leads to amusing gag-strip-like scenarios in my mind...
